First, the basic situation of Puyang city power supply companies, power users and the current situation of information collection system has carried on the detailed introduction, provide basic data for further research, and on this basis, the analysis of the necessity of system construction. Then, introduces the general situation of the construction of the system, including the construction principle, guiding ideology, overall construction scheme, concrete construction plan, etc., and the system for investment estimation and benefit analysis: system construction investment estimation, including main body and auxiliary project investment estimation, benefit analysis from the economic benefit, management benefit and social benefit three aspects are analyzed.In this paper, the characteristics of power user information collection system is fully taken into account, a large collection of characteristic index power user information collection system associated with them and summarized on this basis; the related power user information collection system the total index is divided into seven categories, namely: system master index and equipment, communication level index, the scale index system, functional application categories of indicators, economic evaluation, management effectiveness evaluation, social evaluation. And in seven categories on the basis of a more detailed classification, then we can create multiple indexes more detailed categories, and thus can be based on the principle of a hierarchy model to build power users comprehensive evaluation index system of information collection system hierarchical model.The urgent need for a comprehensive evaluation of the power user information collection system, in-depth research and analysis of the existing power user information collection system evaluation. On this basis, the use of AHP fuzzy comprehensive evaluation model for a reasonable improvement, fuzzy comprehensive evaluation method based on the modified factors affecting power user information collection system was evaluated by calculating the various factors of weight to comprehensive evaluation matrix, power user information collection system was evaluated. The evaluation results for Puyang City Power user information collection system show that the system of technical level, efficiency have achieved higher scores, with good results.
