With the rapid development of national economy, the increasing electricity demand requires the power companies to build the generation, transportation and distribution network in large-scale. In order to improve the safety and reliability of the power grid operation, to avoid the economic irrationality of electric power construction projects, and to reduce the waste of energy due to excessive investment and other conditions, therefore, it is necessary to evaluate the comprehensive benefits of power construction project scientifically and reasonably. This will not only improve the accuracy and scientific of the investment decision-making for the power transmission and transformation project, but also provide a reliable and reasonable basis for construction and operation management of the project.Based on the in-depth understanding and analysis of the comprehensive benefit evaluation of electric power construction project, this paper firstly elaborates the background and significance of the comprehensive benefit evaluation of power transmission and transformation project in details, and summarizes the research status about benefits evaluation at domestic and abroad. Secondly, though understanding the theory of benefits evaluation of power transmission and transformation project, this paper analyzes the content of comprehensive benefit evaluation. Thirdly, combining with the current situation of comprehensive evaluation of our country electric power construction project, this paper constructs a comprehensive benefits evaluation index system of the power transmission and transformation project according to the principles of establishing evaluation index system. This index system includes technical effect, economic effect, social effect and environmental effect, and anti-risk ability. The analytic hierarchy process and fuzzy comprehensive evaluation model have been chosen as major methods to determine index weight and the comprehensive evaluation method. At last, this paper makes a comprehensive benefits evaluation and analysis for Xinzhao35kV power transmission and transformation project. The results show that the project has a good profitability, and will play an important role in the region’s economic construction and social development.
