Research On Selection Of Bid Evaluation Method And Standard For Construction Project

As a regular work of project owner, the activity of biding and tender is payed more and more attention. And the evaluation method and evaluation standards as an important part of the bidding document, its role should not be underestimated. Consequently, when the bidding document is compiled, it must be considered from the objective perspective and carefully chooses evaluation method and standards which are in accord with the reality of project and have strong pertinence and feasibility.The paper, whose purpose is to establish objective models to select bid evaluation method and standards by research, takes housing construction project as the research object. On the basis of literature review, drawing lessons from the related research theory at home and abroad and combining the characteristics of the bidding evaluation theory under the mode of bill of quantities, this paper use literature review, questionnaires&expert interviews, statistical analysis, modeling,empirical analysis and other methods to carry out the following research:Firstly, on the basis of expounding of technology-price elasticity model, this paper builds evaluation index system of bidders' technical ability by means of expert interviews and questionnaires, and carrys out the weight distribution of the evaluation index based on ANP. The paper finally builds the the objective model of the selection of bid evaluation method by technology-price elasticity model.Secondly, on the basis of of the connotation of knowledge and knowledge management, the paper establishes the basic steps to select evaluation standards of comprehensive evaluation method based on the theory of knowledge management. And on the basis of the analysis of research on evaluation standards from academic literatures and policy documents, the paper establishes evaluation standards of comprehensive evaluation method. And it carrys out the weight distribution of the evaluation standards by entropy weight. It finally puts forward the idea, which put the entropy weight as the reference and the practical importance of the evaluation standard as foundation, to reasonablely allocate the weights of the evaluation standards.Finally, the paper verifies the feasibility and application of the two models through two empirical studies and puts forward reasonable proposals and ideas.
