Expressway resource scheduling resource needs for rapid response of rescue point, and real-time event rescue play an important role. So how to make the rescue resources arrive within the minimum time cost to the scene is the main point of of study. Firstly, we study the travel time delay model under the effects of highway accident, then based on this delay time we focus on the study of highway traffic accident rescue priority theory, the establishment of highway resource scheduling model based on travel time reliability and priority-based traffic accident rescue resource scheduling model were finished. Finally, developed the highway emergency resource scheduling system based on GIS.Firstly, total travel time consists of three components:free-flow travel time, extra travel time caused by recurrent congestion, and extra travel time caused by non-recurrent congestion. To estimate IID, both recurrent delay need to be excluded from the observed total travel time, it proposed to highway accident travel time delay model. Secondly, the characteristic properties of highway traffic accidents are analysed, and on the basis of them, we establish a traffic accident rescue priority evaluation system, provide the basis for the highway rescue resources dynamic scheduling. The improved fuzzy AHP to get the weight,established criteria indicators constructed fuzzy judgment matrix. When the Indicators for the accident is not complete, contained the missing indicators, the proposed expressway traffic accident rescue priority evaluation system in case of missing most of the indicators, indicators were rough set theory to calculate the weight and reduction in order to protect the accident level precision divide. Finally, research on travel time reliability main include:Based on the characteristics of freeway, the definition of travel time, we redefined the concept of travel time reliability. Analysis travel time random variation factors under the effects of the accident. The main impact of the length of the accident duration, severity of the accident, the location of accident occurred make the travel time varies randomly. According to the above-mentioned effects of the stroke right time randomly varying factors, we finally established emergency resource scheduling model based on travel time reliability. According to rescue accident priority, we establish resource scheduling model based on traffic accident rescue priority.Finally, the paper describes the functions of emergency resource scheduling system framework and implementation details. Make the traffic accident rescue Henan highway simulation, intuitive view reflected in the result of the scheduling model which show the feasibility and validity of the model proposed.
