With the development of water conservancy information, the RFID radio frequency technology has been more and more widely used in water conservancy industry. Now the development of water conservancy not only depends on construction of water conservancy facilities, it also relies on information technology to improve the intelligence. The ETC system based on RFID technology can be applied to the inland waterway charging process, so that automatic toll collection can be realized. The ETC system can also be applied to the dam reservoir area and the vehicle management process on water conservancy construction site,in this way the intelligent control of traffic vehicles can be realized. In order to ensure the stable operation of ETC equipment, a convenient and easy to carry, easy to operate testing tool is needed for monitoring and recording the communication between RSU and OBU of ETC system.In this paper,the application of the ETC technology in water conservancy engineering is discussed and the ETC system structure which can be applied to water conservancy construction site is designed. Then from the perspective of the system application scenarios, DSRC snooping instrument software system is designed and implemented, which can easily observes the data communication between OBU and RSU of the ETC system, so as to get the correct conclusion. Specifically, the following work is completed in this paper : first of all, three typical application scenarios about the ETC system in water conservancy industry is introduced, and how to use the ETC system to solve the problems about vehicle management appeared in the water conservancy construction site is analyzed and designed. Secondly, according to the application scenarios of the system, the overall design scheme of the DSRC listener is proposed, and the key technologies required for the design of the DSRC listener software system are also presented. The key technologies used in the whole system include serial communication, communication protocol design and analysis, two-way authentication, CRC algorithm and so on. Finally, the detailed design of modules in the sensing instrument system is implemented, including the serial communication module, protocol analysis module, file storage module and interface display module. The function of transaction data displaying in the interface is realized, and through data analysis, we can estimate whether the DSRC transaction frame is in line with the correct application.The actual operation and test results show that the DSRC listening software can test data link layer and application layer of the ETC equipment.monitoring and resolution the short-range communication data frame between OBU and RSU of the ETC system can be realized.
