Research On The Experience Of Reforming The Management System Of Small Water Conservancy Projects In Gaoyou And Its Generalizability

In 2011,the central No.1 document proposed to speed up water conservancy project construction and management system reform.With the deepening of the reform and development of water conservancy,problems such as the.imperfect management system and operation mechanism of small-scale water conservancy projects have become increasingly prominent.In order to change the current situation of rebuilding light management,the Ministry of water resources and the Ministry of finance have issued the " guidance on deepening the reform of the management system of small-scale water conservancy projects" through research.The " guidance" clearly States that by 2020,the imperfect management system and mechanism of small-scale water conservancy projects(managed at or below the county level)should be basically reversed,and the management system and benign operation mechanism of small-scale water conservancy projects that meet the requirements of China's national conditions,water regime and rural economic and social development should be established.In 2014,in order to further explore a reform model suitable for Jiangsu province,Jiangsu province identified five pilot counties for the reform of the management system of small-scale water conservancy projects,including Gaoyou city.Gaoyou city currently has two national and three provincial water conservancy work pilot tasks,especially three reform pilots,including the national agricultural water price comprehensive reform pilot counties,the national farmland water conservancy facility property right system reform and innovative operation and management mechanism pilot counties,and the provincial small-scale water conservancy project management system reform pilot counties.It is required to further explore new water conservancy reform measures and innovate the new project management system.In the process of carrying out these reforms,I took part in the whole process,got in touch with a lot of information,and found out the research direction that I was interested in,that is,the reform experience of Gaoyou small-scale water conservancy project management system and its replicability.This paper analyzes the main practices in the reform of small-scale water conservancy project management system in Gaoyou city,summarizes the main experiences of successful reform and studies its replicability.This has a reference value for deepening the reform of the city,and also plays a reference role for other counties and cities in the country to carry out the reform.The extraction and promotion of Gaoyou's experience in water conservancy project management system reform not only expanded the research field of water conservancy project management,but also enriched the research content of optimizing project management through public management.First of all,consult relevant materials and documents,carefully analyze the characteristics of small-scale water conservancy projects and the specific concepts of their management system from a theoretical point of view,and summarize the factors that may affect the reform of the management system.Then,the practical practices and achievements of Gaoyou city in the reform of the management system of small-scale water conservancy projects are analyzed in depth.Based on the data,understanding of the reform and the situation of field investigation,the experiences are summarized and refined.Finally,based on the actual situation in other regions,the feasibility of promoting the experience in other regions is studied through in-depth analysis.Through analysis and research,it is concluded that Gaoyou city has reasonably used innovative means such as separation of management and maintenance,introduction of marketization,and utilization of informationization in the reform process,and has put into practice a set of management system suitable for the local area.The system is scalable,among which the management system of farmers' water users' association is suitable for various regions.The management system of rural economic cooperation organizations is applicable to areas where plots are concentrated and contiguous and large-scale cultivation takes up a relatively large proportion.The "Five-Pronged Overall Plan" and town-village management systems are applicable to areas with more developed economies.
