Research On The Mechanism Of Emergency Management Of Air Transport Of Dangerous Goods

Air transport of dangerous goods has a long chain, numbers of links and involves a wide range of humans. There are many different varieties and characteristics of dangerous goods,so its emergency disposal should be professional and technical. As the same as flight safety and air defense security, the transportation safety of dangerous goods is also an important part of aviation safety. As the momentous step of the air transportation safety of dangerous goods,the emergency disposal can significantly reduce the accident consequences and accident loss,and a complete mechanism of emergency management is the key to guarantee the effective implementation of dangerous goods emergency system.Filter in this paper summarizes the elements of air transport of dangerous goods including precaution mechanism, measurement and early warning mechanism, contingency reaction mechanism, the disposal mechanism, decision-making mechanism, coordination linkage command mechanism, information mechanism and evaluation mechanism which based on the analysis of the basic flow of air transport of dangerous goods and summarized the dangerous goods emergency management present situation and characteristics combining with the whole process of emergency management mechanism connotation. By establishing the flow chart of air transport of dangerous goods emergency management mechanism elements and relationships between influence factors analysis, using the interpretation structure model(ISM) to build the incidence matrix of elements of the air transport of dangerous goods emergency management mechanism. Calculation and analysis of the model and based on it mapped the multi-layer hierarchical structure of air transport of mechanism of the air transport of dangerous goods which divided the eight elements into layers from down to up level hierarchical relationship between the four layers: the disposal mechanism and coordination mechanism(level 1),(level 2) information mechanism, emergency response mechanism and decision-making mechanism(level 3) command, precaution mechanism,monitoring and early warning mechanism, evaluation mechanism(level 4), and the first two levels generalizes the key elements in combination with the actual. Finally, a specific airport as an example based on the analysis of the existing disposal of contingency plans, coordinate and modified perfect information mechanism and through the dangerous air transport after comprehensive emergency drills to verify the modification of the three key links of practical and scientific.
