The Study Of The Compilation Method Of Railway Dangerous Goods Accident Emergency Plan

With the rapid development of social economy, the railway demand of dangerous goods increases. For the advantage over long distance, large capacity, on time and fast, railway transportation task is getting heavier and heavier. To ensure the safety of railway dangerous goods transport can not only realize transportation efficiency, but also improve the image of railway enterprises. However, because of the features of railway dangerous goods, once an accident occurs, it could cause serious consequences.So, drawing up a reasonable railway dangerous goods emergency plans can make the rescue more efficient and reduce the loss as much as possible.Therefore research how to construct railway dangerous goods emergency plan makes sense.To rescuing the dangerous goods transportation accidents scientifically is an important basement on insuring the safety of dangerous goods transport. This paper explores the details and establishment steps of railway dangerous goods emergency plans, especially some key issues.According to the requirement of "using a variety of emergency methods, share all kinds of information resources, quick reaction, scientific decision-making, integrated command and realize the cross-department, trans-regional, cross-societal combined relief operations", and it is blended in preparation process. The thesis analyzes the inadequacies of emergency plan particularly on the basis of "rapid response, scientific decision-making", Then the paper proposes that Dynamic emergency plan is a more scientific and reasonable manner to achieve rapid response, and its generation process characteristics is explored.The paper completed several aspects as follows:(1) Summarize the domestic and foreign available studies related to the emergency plan, confirm the research objectives, contents and technical route.(2)The types and characteristics of railway dangerous goods transportation and the features of its organization method are analyzed. Then the paper studies the characteristics, harm and rescue method of an accident. The importance of compilation emergency plan is put forward.(3) The emergency management level and the emergency plan system are studied, then the frame structure, contents and compilation method are given out. For the deficiencies of the basic method, the paper puts forward the new method based on scenario analysis, and the specific process is researched.(4)By analyzing the defects in timeliness and pertinence of emergency plan, the paper puts forward the idea of a dynamic emergency plan. Then the thesis researches the generating process of it by using the Bayesian theory, and the characteristics of it are studied. On that basis, the feasibility of using computer to realize the generating course of dynamic emergency plans is explored.(5) The paper uses Yellow phosphorus fire accident of Qujing station as an example. The emergency plans of it is worked out.Then the thesis illustrates one kind of fire situation, and simulates the dynamic emergency plan generation process. At last, the flow chart of every stage is given out in detail.
