With the rapid development of civil aviation, the huge transportation throughput brings congestion in busy airports and flights' delay which influences the development of civil aviation.Through researching the theory of flight scheduling at home and abroad, according to the current operation situation in our country, the research for arrival and departure flight scheduling optimization of multi-runway is carried out.Firstly, based on the initial CDM System, a type of Airport CDM System framework which base on the integration among arrival management, departure management and surface management is proposed. It is explained in detail that the principles of CDM and the obtaining of different kind of times and relationship among them in departure. Secondly, through allocating variable priority, an arrival and departure scheduling optimization model is established subject to constraints, i.e., the number of flights waiting in the airport, the airspace capacity, the surface capacity and the departure demand of the airport. Thirdly, considering the aspect of assignment of flight priority, initial priorities are distributed for flights according to the position of flight. And then, the priorities are deployed the second time due to the matching between capacity and flow capacity. Dynamic optimization of arrival and departure flights sequence is established based on priority allocation. Finally, according to what the CDM system urgent to solve, a type of prioritization scheme aimed to deal with traffic jam in the arrival and departure intersection is proposed. During the optimization procedure, besides the safety interval, the interaction between the airport capacity and arrival and departure intersection flow and other constraint condition have been given full consideration.Cooperative Co-evolutionary Genetic Algorithm(CCGA) and Genetic Algorithm(GA) are introduced to make a simulation. The results indicate this model can effectively improve the traffic congestion condition, reduce the total delay time and total fuel consumption, decrease the operating risk in the airport airspace.
