With the great development of the national economy ,the air traffic flow is increasing day by day in the multi-airport system. Under the coupling of the multi-airport system net and in the multi-operation reciprocal restricts condition , flight delays happen on high frequency. The decision Making of Ground Holding Policy takes an important effect in coordinate air traffic and reduce the load of airspace and air traffic controllers.In the multi-airport systerm contained in one terminal,departure approach is an important practice. How to coordinate their depature schedulings due to interactional operation factors and to improve the efficiency of airspace resource became the spotlight in the research in the method and theory of ATFM.To improve the effectivity of Multi-airport System in one terminal area ,in this paper,we reseach on the models of scheduling problems for Multi-airport departure flights and related algorithm。Firstly,we introduce some Multi-airport System worldwide,and analyse the characters of the Multi-airport System . Founded on the real departure condition in our country, and considers the main factors on departure and summarize the restricts on departure in Multi-airport.Secondly, by inducting a"stabilization"factor, a mathematical model is presented for sequencing departure flights in different airports within one terminal area, aiming to reduces the total delay of all departures in multi airports. Then based on the real practice in Zhujiang Delta, this paper analyses the characters of the airspace and air traffic flow of Zhujiang Delta ;a heuristic latent enumerate algorithm(HLEA) is proposed to solve the model. Multi-airport slot exchange model extend"2 to 2"SCS(Slot Credit Substitution) to"N to N"slot credit substitution in Multi-airport ,which applies Greed- slot credit substitution to provide a optimized resulte and improve many airlines economic benefit. Otherwise,this paper gives supplement to the Air Traffic Flow Management System of Centre South Bureau ,and add departure scheduling in Multi-airport module to the System.The System implement shows that the algorithm is feasible and the system is stable.
