With the energy crisis and environmental pollution is becoming more and more serious, Electric vehicles(EV) is an important measure to alleviate the twin crises. The whole world are strengthening its technology research and development and market-oriented applications, but EV's long charging time and short driving range etc. seriously hindered its widespread application. To accelerate EV go to market fastly,it's urgent to establish a perfect EV charging station network. Since the charging station is a new type of public service facilities, there are some certain factors and unknowns in its early construction mode. Therefore, according to the charging station layout's systematic research, it will promote the optimal allocation of social resources and EV industry's healthy and sustainable development.This paper's research object is Chongqing city's EV charging station's layout research in 2020, according to the different features of fast charging and slow charging mode, conjunction with urban road network and vehicle centralized parking areas etc. information, based on the p-median Location Model ? Flow Capturing Location Models(FCLM), establishing the point demand and path demand charging station network's Location Model, introducing the intelligent optimization algorithm to solve the model.The paper's main research works as follows:(1) Under the guidance of National and Chongqing EV industry and its charging infrastructure policy documents, combining the state of Chongqing EV charging stations with its related Planning, Adopting the predication method of information fusion to predicate the ownership and charging requirements of Chongqing urban city in 2020.(2) Combining the state of Chongqing urban city's road network?fast road network planning in 2020 and the GDP?pollution?area of each district,establishing the point network?path network and their EV distribution database of the two models.(3) For the main serving for the parked static EV's charging stations network, using the P-median location theory to established its location model, its objective function is the sum of the stations' construction costs ? maintenance costs and consumers' charging cost is minimum, and its restrictions are the number of charge station is fixed and the demands of all nodes are fulfilled etc. For the main serving for the moving dynamic EV's charging stations network, using the FCLM location theory to established its location model, its objective function is the sum of the charging stations server's vehicle flow is maximum, and its restrictions are the number of charge station is fixed and the the charging time is limited etc.(4) For the models' nonlinear?large-scale?multiple Constraints etc. characteristics, to ensure the efficiency and accuracy of the model solution, respectively using Particle swarm optimization algorithm(PSO) and Genetic algorithm(GA) to solve the model and do some comparative analysis, finally get Chongqing urban's EV charging station layout plan in 2020.
