This paper analyzes the problems existing in the development of traffic and land use coordination in Hangzhou’s rail transit construction, and discusses the optimization direction and relevant design elements of the successful TOD mode in the condition of future rail transportation, and establishes the technical framework of the system, which can truly realize the TOD mode.TOD mode is a new urban planning guideline by western countries due to private cars lead to the problems of low-density, hollow city, energy waste and environmental damage. Hangzhou’s rail transit station around the TOD mode construction is in the initial stage. In this paper, through theoretical research, problem analysis, case analysis, the success of the TOD mode 4 optimization direction and 15 design elements.The hardware condition of rail transit is the basis of the successful model of TOD model. The research that should strengthen land planning stage of rail transit stations optimization selection, the rail line stations should be supporting the construction of Metro Center for public or functional area, in the TOD mode, focus on the development of the region should strengthen rail transit station scheme optimization selection, station line should be arranged in the life of roads or deep complex inside the block, should not be set on the road or traffic function strong road. And Hangzhou in the future in the development of 40-50 km circle groups and metro, can not continue to use the conventional rail transit should be strengthen group construction to construct multi-level of rail transit network, as soon as possible in the planning to determine standard support metro rail rapid rail transit, group building.Rail transit site should be arranged around the layout of the reasonable layout. Reasonable layout and development intensity should support rail transit passenger flow, this study will use to develop strength calculation, and the four stage model method is used to calculate the structure and intensity of land use.Rail transit site should pay attention to the reasonable arrangements for transportation facilities.In view of medium level, the detailed design of rail transit stations should emphasize rail transport mode position selector on TOD mode. It is proposed sites should not be located on the transport corridors, but should be established in the life road(secondary roads) and land inside. In the detailed planning phase, the basic land layout, road network planning, transportation facilities convergence, and the development of underground space require for different types of TOD mode on land use mode and other relevant indicators.To analyze the road network on TOD mode is quite different from the one under traditional road network on private cars guided. It should build a system of "a narrow road but dense road network”. In transport facilities, it should be adhere to the terms of the convergence priority of public transport and walking convergence. It indicates all kinds of traffic links in standard, modes, and scale. Meanwhile, it is emphasized to strengthen underground space development.At the micro level, combined with the concept of peace and street design, the paper proposes the design principles and design requirements in road design, public transport lines and detailed site design, street design and other aspects.
