The aircraft ground deicing scheduling with deicing slots and bays are allotted to the airlines is a decision-making issue which information uncertainty is included. Rules and targets are contrived for optimization, and deicing delay can be reduced observably by optimization in winter.A single-link multi-follower stackelberg congestion game model is presented in a creative way based on the analysis of link congestion control, Game theory and congestion control theory. Then stackelberg game theory is applied to de-icing scheduling operation through the analysis of de-icing congestion process. Airport deicing schedule that meets the random and varied of aircraft deicing scheduling, but also to ensure that the interests of Airport, Airlines, Ground-services companies can be better distribution and coordination, A new strategy is proposed for the schedule algorithm of aircraft ground deicing resources.Aims at the request of reducing aircraft delay by optimizing the deicing operation in hinge airports, and the disordered competition to the limited deicing resources among the airline companies, a non-cooperative game based aircraft ground deicing operation modeling was established. The floating-priority algorithm used for distributing deicing resources was provided. Based on the software MATLAB, the domestic departures data of Beijing Capital Airport was used for simulation experiments. Simulation results show that the delays of the leaving flights has been relieved clearly and the ‘first come, first served' scheduling strategy has been optimized after using of the floating-priority algorithm in the aircraft ground deicing operation. The presented model and algorithm ensure the fairness of resource-allocation and provide a new way for aircraft ground deicing operation.
