At present, with the rapid development of economy, it adds momentum to the expansion of the small-medium cities, but also a sharp increase in urban population and vehicles. Thus, road planning and construction of small cities can't keep up the speed of the speed of urban development, so it led to the lack of urban road capacity and traffic conflicts growing, resulting in a certain amount of urban traffic congestion. Faced with this situation, in order to solve road traffic problems of small and medium urban spatial structure caused by unreasonable, we hope to expand on the basis of urban space, looking for new ways and new ideas of small urban road network planning.Based on the domestic and international research on the development of urban space through understanding, combined with the theory of the road network, to small and medium urban road network planning current situation and problems, the paper combines R county road network planning of research road network layout planning, putting forward road network planning ideas and methods different from the big city. Based on the research status at home and abroad firstly, the paper summarizes patterns and rules of middle-sized and small cities in spatial expansion process. Next, we describe road network layout and analyzes its applicability. Then, starting from the road network planning mentality, the paper proposes road network planning and reasonable evaluation parameters. Finally, taking R county as the object, from the current situation of road network, on the road network development strategy analysis, class R county road network layout.Through literature review, market research and other methods, based on the status of small and medium cities, rational planning of road layout and urban land qualitative analysis and quantitative analysis, with examples of urban spatial expansion which is based on small city road network construction have some guidance and reference.
