With the rapid development of economy, our country enter a fast urbanizationperiod.At the same time of continuous development and progress,all kinds of naturaldisasters, man-made disasters has increased the potentially dangerous of itself. urbandisaster prevention and mitigation function far lags behind the development of the city.The earthquake disasters is one of the most common and most destructive disasters,it will often cause city each function of the system paralysis and serious loss of life andproperty. As an important support infrastructure for normal operation of the city,The roadsystem is both a material transportation channel when earthquake happens and theearthquake rescue and evacuation channel.it is the vital lifeline for mitigation ofearthquake disasters. But from the recent wenchuan earthquake, in yushu earthquake andya the road system due to lack of planning, mitigation of earthquake disasters didn’tprovide the corresponding emergency response function even paralysis, it is difficult toundertake the task of disaster relief When faced with a serious earthquakedisasters.Relative to the big cities, small and medium-sized cities due to lack of funding,imperfect infrastructure, the problems such as unreasonable layout increased its potentialdangers.Therefore, in order to improve the efficiency of earthquake emergency rescue,enhance the ability of protecting against and mitigating earthquake disasters, small andmedium-sized cities to reduce loss of life and property caused by the earthquake, theresearch on urban road system planning layout of the mitigation of earthquake disasters isvery urgent.This paper mainly for small and medium-sized city road system layout isunreasonable, mitigation of earthquake disasters corresponding facilities layout is notperfect, present situation investigation and study. Through analyzes our country small andmedium-sized cities in the earthquake disaster mitigation planning road system layout inthe status quo, characteristics, and the principal contradiction of draw lessons fromadvanced experience both at home and abroad, Suggestions to consummate the urban road system planning layout of the measures and countermeasures for mitigation of earthquakedisasters. From the composition of the small and medium-sized city road system, layout,organization management improve the ability of disaster prevention and disaster relief ofurban road system and through the reasonable layout, so as to adapt to the requirements ofprotecting against and mitigating earthquake disasters, make it has higher ability of disasterprevention.
