Under the background of urban motorization level improving and the traffic pressure increasing, establishing public bike rental system with reasonable size and layout, perfecting the transfer between the public bicycle and urban rail transit is very important, on the one hand that can achieve the diversity of transportation, improve the efficiency of urban residents’ transportation; on the other hand, that can strengthen public transportation’ competitiveness and attraction in urban traffic, which urban rail transit gives priority to, and promote the healthy development of green transportation, low-carbon transport.First of all, based on the analysis of public bicycle system development application and theory research status at home and abroad, this paper concludes that scientific and reasonable locating can improve the effect of public system application, and put forward to perfect transfering between urban rail transit and public bicycle is of great significance for the "last 1 km" transportation.Secondly, on the basis of summarying the features of urban rail transit and function of public bicycle systems, this paper analyze the transfer characteristics of two kinds of transportation, mainly the coverage of different rental.Again, this paper takes public bicycle as one way of travel, using the the influence factor of choosing one way to transfering the rail transit by analyzing the actual survey data, getting the borrow and return’s demand characteristics of public bike at three representative rental points in Hangzhou; on the basis of that, using the multinomial Logit model, building the demand forecasting model of public bicycle.Then, according to the influence factor and principle of public bike rental point’s site selection, on the basis of summarizing the advantages and disadvantages of the commonly used location model, using bi-level programming model to set public bike’s rental point, getting the location planning method of this paper and putting forward to the solving algorithm. In the lower level model, this paper references the basic principles of impedance function, combining with the reality of existing both borrow and return’s demand at public bike’s rental point, building the modified time impedance function of public bicycle’s alternative rental point, and establishing the minimum total travel time model.Finally, this paper builds the practical calculation example of planned area which takes Qian Jiang Road subway station of Hangzhou city as the center, verifying the feasibility of the bi-level programming model and the solving algorithm in this paper, getting the layout scheme of public bicycle’s rental point which transfer the subway in this area; using turnround rate to forecast the initial size of public bicycle’s rental point by actual survey, including the number of bicycle and parking pile. By comparing the existing rental point layout, concluding that rental point’s layout scheme according to the location planning method of this paper, enhancing the scale forecast and site selection’s reasonability of public bicycle system’s rental point in the area which takes rail transit station as the center.
