Trajectory-Based Operation is the important tendency of a new generation of air traffic management. Accurate prediction is the important condition to realize trajectory operation.Trajectory simulation model is built in the trajectory data information transfer process by Simulink,learning from Eurocontrol BADA model and six degrees of freedom model of FAA. The trajectory simulation data compared with the actual track data is to verify that the model is available and effectiveness. The thrust of BADA model calculation model is improved by using the method of fuzzy control. Aircraft operation chart is drawn to highlight the time property of present 4D trajectory data, learning from the railway operation chart. In this paper, a new concept of flight interval increment is proposed that presents the flight time which can be limited adjusted,quantified air transport capacity of the trajectory section. Flight interval increment makes the aviation operation system not only have the ability to ease the congestion, but also get a modest efficiency improvement. The flight interval incremental calculation method is also proposed that interval increment matrix is calculated according to the algorithm process, to provide the basis for the flight adjustment.
