In the context of the rapid increasing of civil aviation passenger and cargo throughput in recent China, the airport surface collaborative scheduling is an effective method to improve airport operation efficiency, decrease flight delay influence and help integrate the ground control and airport control work. THSI method can be implemented in a short run and has significant security, economic and environment benefits. Taxiway system and gate system are important resource of airport surface, and the reasonable taxi scheduling, gate pre-assignment and gate re-assignment are necessary methods to realize the airport surface collaborate scheduling.Firstly, airport surface operation process and airport network model is described. The surface conflicts and delay during the airport operation and their features, origin and coping strategies are mainly focused. Secondly, from the point of short-time planning, the bi-level optimization model of surface operation is established, in which the upper model is taxi scheduling with objects of minimizing taxiing time and avoiding taxiway conflicts and the lower model is gate pre-assignment with objects of minimizing passenger walking distance and avoiding apron conflicts. From the point of real-time scheduling, the optimization framework is established, in which the first step is gate re-assignment to amend the influence of uncertainty factors and following step is taxiway scheduling to improve the surface operation efficiency. On account of the features of these models, the Bio-geography Based Optimization algorithm is adopted with a simulation verification based on data from one large airport in the east of China. The result shows the models can effectively improve the airport taxiway operation efficiency, improve gate unitization efficiency with the guarantee of passenger service quality. Throughout the combination of short-time planning and real-time scheduling, the solving scheme has the ability of dealing with flight delay in practice.
