Research On Airspace System Operation Efficiency Assessment

As the rapid development of China's aviation industry, the demand for airspace is increasing with annual growth of air traffic flow. The contradiction between flow and airspace capacity have become increasingly prominent, which often creates the airspace congestion and flight delays. In order to improve the operation efficiency of airspace system to alleviate the contradiction, it is need to study the assessment of airspace system operation efficiency.Depending on the different purpose and focus of the assessment, the overall assessment model based on ANP-extension matter-element method and the quantitative evaluation model based on DEA method for airspace system operation efficiency, and the assessment model of terminal route network operation efficiency based on the flight flow are established respectively. The main work is as follows:1) The influence factors of airspace system operation efficiency are discussed on the basis of analysis the airspace system and its operation efficiency. Then the comprehensive assessment index system of airspace system operation efficiency is established with analyzing the target and function of airspace system.2) The network structure of airspace system operation efficiency is constructed and the weight of every index is calculated by using ANP. Considering possibility of some evaluation index beyond the partial unit, the correlation function is improved and the matter-element model is built. Then the assessment model based ANP-extension matter-element method is applied to a specific airspace system to achieve the comprehensive assessment. The result is consistent with the reality, so the feasibility is verified.3) The quantitative assessment model is built based on the improved DEA method to assess comparatively the operation efficiency of different airspace system. Total redundancy rate and total hole rate is proposed to analysis the influence degree of each index on efficiency.And the feasibility of the model is verified through the case analysis.4) According to the operation situation of the terminal area, some key operation efficiency calculation parameters are put forward and the calculation model of the route segment operation efficiency is established. On the basis, an assessment model for theoperation efficiency of terminal area route network based on flight flow is built using comprehensive weighted method. And the feasibility of the model is verified through the cases from two aspects of flight demand and real-time data.
