Civil aviation security is not only directly related to the life and property safety of air travelers, aviation personnel, aircrafts and aviation facilities, but also has a direct impact on social stability and economic prosperity, and the regional or international political situation. A lot of China's civil aviation security incidents happed in recent years, such as false terrorist information and the hijacking by the terrorist organization, show that a lot of things need to be done. So, it is important to understand and analyze the motivation of terrorist attacks and mechanism, to develop a targeted emergency warning approach, to build a perfect emergency management system, for effectively preventing the occurrence of civil aviation security incidents and timely processing the incidents.Therefore, focusing on emergency management for terrorist of civil aviation, the main research contents are as follows: First of all, the study object and relative theories have been clearly defined. Having a clear understanding on emergency management and drawing lessons from the domestic and foreign result, this article is based on emergency management and early warning, and uses advanced experience as a reference. Secondly, study the existing civil aviation security incidents to analyze their different forms, motives and characteristics, disaster elements and genetic mechanism by a systematic theory of disaster. Thirdly, build the aviation terrorist attacks directional warning assessment system, through the assessment of external threats and internal capacity to respond to warning mode. Then, use subjective and objective comprehensive integration method to determine the weight, combined with multi-level gray evaluation method for analysis. Finally, combined with the existing civil aviation emergency mechanism, propose improvement strategies, effectively to ensure the security and development of civil aviation.
