Early-warning Management System Research On Aviation Airport Safety

The civil aviation system mainly includes airlines, ATC and airports. The airport is one of the sub-systems and is also the important basis establishment of the nation. Usually, the important functions of the airport are ensuring the airplane's takeoff and landing and protecting the safety of the equipments in it. However, sometimes, the occurrence of the airport's accidents and incidents can not be avoided because of varies of causes. Planes wrecks, people are injured or even dead in these serious accidents. The investigation of the accidents shows that, lots of accidents and calamities can be turned away or avoid if the natural and got-up flying environments are well, the crisis secure equipments are perfect, and the work are orderly organized. Therefore, the building of the airport safety forewarning management system and preventing the accidents even calamities are really necessary, which is in accordance of the aviation's main principle "safety first, prevention priority".In this article, the investigation for the airport's safety management situation is analyzed, the factors that affect the safety level are found, and the mechanism of the airport accident and disaster is discussed. Furthermore, the forewarning management system for the airport are put forward, the functions of which are forewarning, rectification and immunizing. The research content of the system is forewarning analysis and strategy of pre-control. Thus the evaluating index system for forewarning is established and the valid comprehensive evaluating method is present. The result of the evaluation can be noted in the forewarning signal drawing, which can show the managers and deciders objective evidence. At the end of the article, the secure program of crisis or emergence situation in the airport is supplied.Questionnaire investigation, statistics and case research method are applied in this article.
