Research On Water Emergency Management Of Taicang Maritime

Now our country’s economy has entered a period of rapid development,which is affected by various force majeure factors and frequent emergencies,to a certain extent affecting social harmony and stability.As the main body of emergency management,government departments are facing great pressure and challenges.How to effectively improve the ability of emergency prevention and control and emergency response has become an important issue in the world.At present,more and more experts and scholars have been involved in the research on the prevention and emergency response of emergencies,and have made great achievements,providing valuable experience for the prevention and emergency response of emergencies.However,most of these studies focus on urban and land emergencies,and few involve water emergencies.Water emergency,as a special emergency,has higher requirements for emergency management.First,the occurrence time and place of water emergencies are very uncertain,resulting in difficulties in prevention.Second,water emergencies are seriously affected by natural factors,resulting in the urgency of emergency,and the lack of shallow-base support,further increase the difficulty of emergency.Thirdly,water emergencies have a certain degree of involvement,which brings more pressure to the disposal,and a slight mistake may affect the national image.Therefore,the study of water emergency management is an important subject.Based on the waters under the jurisdiction of Taicang maritime safety administration,this paper makes a systematic research and analysis on the emergency risk,emergency management status and existing problems in the jurisdiction of Taicang maritime safety administration,and puts forward specific Suggestions on this basis.Hope this article can lead to more scholars concerned about the water incident prevention and emergency management,improve shipping from managerial risk awareness,enhance the capacity of water of emergency disposal,the maximum extent to reduce casualties and the occurrence of events such as water pollution,for the healthy and stable development of China’s aquatic industry.Therefore,this paper has great academic and theoretical value and practical significance to improve and promote the innovation of water emergency management system construction.This paper is divided into six chapters.The first chapter introduces the purpose,significance,method and route of the research.It also summarizes the domestic andforeign research,mainly including the current situation of the service and supervision of maritime departments,as well as the current situation of the emergency management of land and water emergencies,which lays a theoretical foundation for the follow-up research.Chapter two focuses on the concepts and theories used in the research.It includes characteristics of water emergencies,classification,emergency resources and emergency principles.The third chapter introduces the natural environment and hydrological conditions of the waters under the jurisdiction of Taicang maritime safety administration,and analyzes the risks from the perspectives of channel and anchorage,so as to make the improvement of emergency management ability targeted.The fourth chapter mainly describes the current situation of emergency management.It includes four aspects: emergency organization members,emergency plan,emergency talents construction,and emergency equipment construction,which pave the way for the following deficiencies and Suggestions.The fifth chapter analyzes the deficiencies of current emergency management from four aspects: risk prevention,emergency preparedness,emergency response,and rehabilitation according to the public crisis.The sixth chapter according to the actual situation before the prevention,preparation,in the event to deal with,after the security of four aspects,put forward a good talent reserve,strengthen the equipment construction,improve the system and mechanism,improve the mechanism after the point of view to put forward feasible Suggestions.Only by paying attention to the current situation,facing up to the shortcomings,making scientific plans,and further strengthening the emergency management work can we truly achieve safe and sustainable development and scientific and orderly development.The research methods used in this paper include literature research method and theoretical combination method.This paper mainly innovates from the perspective of topic selection.Taking Taicang maritime safety administration as an example,this paper takes water emergency management as the research object and puts forward feasible Suggestions on the topic selection according to the actual situation,so as to provide reference experience for maritime emergency management in other places.Public governance theory and crisis management theory are the basic theories of this paper.
