| In the 21st century,under the stimulation of the sustainable development strategy,the WTO and other major economic events,Jiangsu Province as a strong economy has entered a new era.Under the influence of macroeconomic factors,Zhangjiagang City,as one of the top three hundred counties nationwide economy has entered a rapid development stage of modernization.With the "Jiangsu Province trunk waterway network planning","Suzhou trunk waterway network planning" a series of provincial and municipal trunk waterway network planning were introduced,marking the province on the waterway network construction has entered a new era.In the continuous development of economic and social development process,as a representative of the development of county-level city shipping,inland shipping to Zhangjiagang City in which the external environment has been and continues to happen is a big change,inland shipping development are facing new opportunities and challenges.Zhangjiagang City is located in the south bank of the Yangtze River,is a new industrial port cities along the coast and the Yangtze River economic development zone intersection of the two zones.Most areas of the Yangtze River alluvial plain,poor soil conditions,easily silted waterways,waterway construction over the years,lack of investment,resulting in a waterway construction lag,facing the main channel blockage,a sharp decline in traffic situation,business cargo volume gradually shifted land,shipping companies have gradually shrinking trend,shipping did not play its due role in the integrated transport.With the further development of the social economy in Zhangjiagang City,Zhangjiagang channel regulation task will be more difficult.In this development context,this paper Zhangjiagang inland shipping as a research object,and Suzhou City,Jiangsu Province,economic,and social development status quo and future trends,as well as the impact on the development of shipping,and explore the inland shipping status of an integrated transport system and effect.Focuses on the environment and the status quo shipping development Zhangjiagang analyzed revealed the presence of awareness in inland waterway construction,management,investment,low fairway grade,heavy construction,light management,shoreline waste of resources and other issues.By 1990-2003 calendar of economic development indicators,Zhangjiagang City,as well as cargo and expert observation Zhangjiagang each fairway on the 2003 estimate is based on the use of regression prediction model and the natural growth model to predict in 2007,2010 and 2020 in each channel freight,the status quo and development trend and speed of shipping freight Zhangjiagang analyze and judge.The use of "importance" and "degree of urgency"as the evaluation index,determine the comprehensive sort each fairway when planning the layout and specific planning levels.Analytical Hierarchy and multi-level fuzzy evaluation method of combining the analysis show that this scheme is feasible,through economic and social benefits to finalize the evaluation of the program in line with the socio-economic,Zhangjiagang City,the industrial structure coordinated and sustainable development goals.Through research and analysis,for the development of inland waterways Zhangjiagang problems,proposed "nine vertical and nine horizontal" of development program about Zhangjiagang inland waterway network.After planning,Zhangjiagang City,three fairway total mileage 19.07km,four-channel total mileage 25.15km,six fairways total mileage 120.35 km,seven-channel total mileage 82.7 km.The program will not only help to improve shipping capacity in Zhangjiagang City,but also conducive to improving the city’s investment environment,ecological environment,conducive to economic development of the Area of Zhangjiagang City,provide a guarantee for the sustainable development of society and economy,Zhangjiagang City. |
