The Study Of Public Participation In Community Development Planning

In recent years, because of the lack of the public power supervision mechanismand the public interest guaranty mechanism, and the overemphasis on material space,yet overlooking its society value property in urban planning, in the building process ofurban planning, the government seeks advantages and avoids responsibility, by aggres-sively intervening in housing demolition and reconstruction of old city, thus resulting inthe frequent phenomena of social conflicts. It has not only led to a waste of public re-sources, but also given rise to the public "crisis of confidence" toward the government.As the mechanism lever of pacifying the public mood and adjusting the interests of allparties, public participation develops rapidly. But the urban and rural planning discip-line is facing the transition from the material space planning to the social comprehen-sive planning, and its research scope is turning from the macro city level to the microcommunity development, with the transformation from the "technical rationality" to"value rationality". Public participation, as an important means of practicing the basicdemocratic rights and balancing interest of all parties, is also an important way to real-ize the value transformation of the urban and rural planning discipline; community isthe best scale to carry out the study of public participation in urban planning practice.Against this background, the study of public participation in the community develop-ment programme is gradually brought into schedule.The new Urban planning Law of the People’s Republic of China clearly regulatesthe content of "public participation" in urban planning, which has laid a legal basis forthe transformation of the urban planning discipline, but there is still a lack of the specif-ic procedures and guaranty system for public participation. The study and practice ofpublic participation in the city community construction planning are still in the initialexploring stage, on the planning practice level, public participation only covers materialcollection and public display of planning results in the pre-planning stage, it doesn’t re-ally affect the decision making and implementation in the community developmentplanning, and let alone it is related to the reassignment of the community public benefit.Therefore, the research on public participation theory and practice in community de-velopment planning needs to be promoted vigorously to achieve the real goal of publicparticipation and essentially realize the "people oriented" connotation of the city’s de-velopment. This paper takes “combing problems—literature research—theory construc-tion—empirical research—thinking on the problems” as the overall technical route; Itcarries out the research by using comprehensive study methods such as sorting out lite-rature, social investigations, questionnaires and interviews, comparative analysis andvideos. The paper uses the principle and method of sociology for reference to solve thespecific problems occurring in community planning and construction, and emphasizesthe significance of public participation in the process of community development plan-ning. Firstly, this paper reviews the theory and practice of public participation in urbanplanning and community planning at home and abroad by means of documents, thenproceeds to the study of public participation content in the community developmentplanning, and discusses the foundation and necessity of public participation in commu-nity development planning. It also constructs a framework of "composite progressive"public participation pattern, and based on this, conducts the application study of theconcrete procedure and content.In the part of empirical study of public participation in community developmentplanning in the Street Community, Shiyoulu, Chongqing, this paper takes the "compo-site progressive" public participation pattern constructed as its theoretical basis, designsthe specific procedures for public participation according to contents of community de-velopment planning, and realizes the whole process participation in planning. Finallyevaluates and summarizes public participation in the process of community develop-ment plan, analyzes the participating role the public play in the community, summarizesthe highlights of guaranteeing the public effective participation in community develop-ment plan and the impact of the public participation on community development plan,and at last arrives at the study conclusion.
