With the development of shipping industry,maritime traffic safety situation is increasingly severe.At present,the vessel traffic management system(VTS)through the ship's dynamic and static data provided by AIS system carries on the dynamic monitoring.It has largely solved the maritime safety management monitoring requirements,but in the actual operation,there still exists many problems such as limited coverage by AIS system in the process of monitoring scope,high maintenance cost of base station,unable direct two-way communication and nonstandard installation of port ship AIS terminals.Therefore,it is significant to establish a set of important practical ship supervision system with complete functions to ensure the safety of navigation of ships by relying on modern science and technology such as communication,electronics and space.According to the above background,considering the development strategy of China's Beidou satellite,this paper combined with the maritime safety management's present situation and the practical application of Beidou satellite navigation system,to compare the advantages and disadvantages of current marine safety management system through learning and studying the composition and principle of Beidou satellite navigation system,to analyze the feasibility of ship supervision system based on Beidou navigation communication and GPRS communication network to make up for the defect of AIS system commonly used currently in ship.Through the study,in order to control the operating costs,Marine supervision cost and improve the efficiency of ship safety supervision,this article innovation is it designed the corresponding ship machine according to the navigating zone: oceangoing vessels adopt the ship machine based on active Beidou positioning and communications,coastal or inland waterway vessel adopt the ship machine based on Beidou + GPRS + GIS.This paper proposed a integrated ship supervision system design solution based on two-way communication,Beidou system and GRPS communication network,mainly divided into two parts,hardware and software design.Hardware parts,respectively aim for the active and passive Beidou positioning ship machine,hardware design has many characteristics such as low power consumption,miniaturization,rich interface,high reliability;Software part,designed the overall architecture of the system of integrated supervision system,location information and electronic chart interface software,realizing the functions of position acquisition and storage,position sending,a key alarm,replaying of historical running data and information interaction.Ship ground monitoring center helps to make the real-time monitoring of ship operation,and because it has manyadvantages such as low cost,stable communication quality,no blind sot monitoring,moderate security and reliable operation,it has great significance to the maritime administrative department and the shipping company.
