With the rapid development of China’s macro-economic, in order to meet the requirements of the public travel, all the provinces and autonomous regions increase investments in the highway infrastructure. Under the background, the highway construction is booming. According to statistics, the highway mileage will be close to 110,000 km in next five years. Mechanical and electrical engineering of highway play as an important part of highway infrastructure investment and provide strong technical supports to ensure Unimpeded, safety, convenience and satisfactory of the highway. Currently, mechanical and electrical engineering investment of new highway reaches 30-40 billion yuan each year, and the total investments in the construction of infrastructure projects investment proportion are growing. Compared with the developed countries, the highway mechanical and electrical construction in China started late. However, the development speed of China’s highway is high. Although the quality control and management level have improved greatly, there are still some problems. With the progress of society and the development of the new technology such as the computer, internet, and communication, the public requirements for service level of highway increase significantly. The road and bridge operations management units will increase the investments in the subsystems of the intelligent highway such as ETC system, automatic card system, whole process monitoring system, and dispatch system. It is a major problem of the highway information construction to implement effective quality control in mechanical and electrical engineering, and ensure the effectiveness of the systems and smooth traffic.The main idea of this paper is using the theory of total quality management, referring to international mature and advanced theory of the quality control and control methods, using reasonable tools and methods of the quality control, through the analysis of system data, applying quality control in each stage of the mechanical and electrical engineering project by using the PDCA cycle, three stages theory and all three principles, realizing effective controls of the project quality.This paper studies on the ETC and automatic card system project and uses SD highway as an example. On the basis of fully elaborating the quality control theory, we decide to use the theory of total quality management and quality control. Particularly, We summarize the status and existing problems of engineering quality control and exploit the method of the cause and effect diagram, arrangement diagram, survey research and other methods to analyze and find out the reason and propose effective solutions. Combining the three stages of the ex ante, matter, and afterwards, we develop a detailed and feasible quality control strategy. Then, combined with the practice of mechanical and electrical engineering, this paper research on how to ensure the effective control of project quality by establishing the engineering quality control system, enhancing the design level and construction technology program and strict quality control. The research of this subject has solved the problems of the mechanical and electrical engineering quality assurance system of the domestic same industry unit and the control measures are not perfect. which can provide a positive reference for the quality control of the highway mechanical and electrical engineering.
