As the "last kilometer" of Expressway construction,expressway electromechanical engineering has become the key to the success of expressway project construction.The quality of highway electromechanical engineering project is an important determinant of whether a new expressway can be opened on schedule.Highway mechanical and electrical engineering is the key guarantee of expressway toll collection,and the quality of its engineering project determines the revenue of local government or high-speed operation company.Highway mechanical and electrical system engineering integrates a large number of mechanical and electrical equipment,which is complex in type,combination of software and hardware,cumbersome in technology.There are many construction sites with long distance,and the construction interface is more complex.Many construction units work cross each other.Highway mechanical and electrical system engineering is liable to have quality defects,which causes great trouble to the operation and management of later users.So how to improve the quality management level of Expressway Mechanical and electrical projects is also the significance of this paper.As the chief engineer of the mechanical and electrical engineering project,the author takes the mechanical and electrical system engineering of the expressway in Ningxia as the research object.From the perspective of the owner,the author summarizes the current situation and existing problems of the quality management of the mechanical and electrical system engineering of the expressway in Ningxia.The quality management system and existing problems of Ningxia Expressway Mechanical and electrical system engineering are analyzed by causal analysis chart(fishbone chart).Based on the theory of total quality management,a perfect quality management system flow is established.In addition,in-depth investigation and analysis of the participating units of the project,study the factors affecting the quality control of Expressway Mechanical and electrical engineering projects in all aspects of the project.In view of the factors affecting quality control,according to the corresponding ideas of three-stage control management,the quality of the whole project is strictly controlled from the perspective of pre-control,in-process control and post-control,and practical solutions are put forward to comprehensively improve the quality control level of electromechanical engineering of expressway.Taking the reconstruction and expansion of electromechanical system in Yinchuan-East Ningxia section of Qingyin Expressway as an example,according to the research ideas of the article and from the perspective of the owner,this paper plans the quality management measures as a whole.On the basis of the existing quality management system,by improving the three subsystems of ideological assurance,organizational assurance and quality control,this paper forms a complete system and guarantees the quality objectives.Through the improvement of the overall structure of the quality management system,the improvement of the organizational guarantee system,the improvement of the quality management system and the improvement of the professional management ability of personnel,a new quality management system is established and the whole process management idea is implemented.The quality control work of the whole process is carried out in three stages:before,during and after the event,which ensures the smooth development of the quality control work of the project.Finally,the reconstruction and expansion project of Yinchuan-East Ningxia section of Qingyin Expressway has passed the acceptance of the completion work and the smooth operation of Yinchuan-East Ningxia section of Qingyin Expressway.
