The project management mainly consists of the four parts, like security, schedule, quality and cost management etc, thereinto the completion of schedule management target shall be the premise to smoothly accomplish the whole target. Due to its significance, currently there are more domestic and foreign experts and scholars focused on it, along with the increasingly deepened researches on this field and gradually improved information level, there are many scientific management theories and research theories and methods on the schedule management based on information technology, enabled the schedule management becoming more accurate and effective. Thereinto, as one of the methods for research of engineering schedule management, the network planning technique has been got tested through the practices of China's engineering construction and also achieved the good effects. But due to the limited development of China's information level and popularity degree, there are still not enough wide and comprehensive applications of the network planning technique on the engineering construction schedule management, most applications were still limited in the preparation stage of schedule plan, and there are seldom applications of those scientific management methods such as the network planning technique used to guide the implementation of schedule plan.In view of above problems, the author first looked up plenty of literature and materials, to represent the brief introduction on the current situation of network planning technique research, introduce the common engineering schedule management methods, through the comparison to select the double code time scale network planning technique as the main theoretical tool of this paper. Then chosing the flood discharging tunnel engineering of Xiluodu Hydroelectric Station-which the author has participated in its construction-as the study object, to represent the introduction on how to utilize the double code time scale network planning technique to make schedule plan, and using WBS and marginal cost methods in the progress. At the same time, during the dynamic control stage of the schedule plan, by combining some specific management cases of the flood discharging tunnel engineering of Xiluodu Hydroelectric Station, to adopt the dynamic control means on the prepared schedule plan,and accompanied PDCA circulation principle with network planning technique, enable it being always in such a dynamic management process, by using the scientific management methods to monitor, inspect the schedule plan and give the feedback in time, then to adopt the correction measures for rectification, under such circulation, it did not only improve the management efficiency, but also assure the project "finished on schedule", with the obvious schedule control effect, finally accomplished the application of the double code time scale network planning technique on the whole engineering schedule management process of the flood discharging tunnel engineering of Xiluodu Hydroelectric Station; this did not only guarantee the successful accomplishment of such engineering schedule target, meanwhile also provide the reference for other domestic similar engineering projects utilizing the time scale network planning technique to carry out the schedule management and schedule control.Through the successful application of the double code time scale network planning technique on the schedule management of the flood discharging tunnel engineering as the left bank of Xiluodu Hydroelectric station, it can make the conclusion that the double code time scale network planning technique can be used as the supplementary effective tool for the schedule management on large-scale complex engineering, and also can be combined with the PDCA circulation theory perfectly to realize the dynamic control on schedule plan.
