Maoziping to Moxi road is located in Luding County, Ganzi Prefecture, Sichuan Province, and is the only channel connecting Lu-stone highway and Hailuogou. The geological conditions of the road are more complex. The geological disasters occur all year round, such as landslides, falling rocks, etc., and seriously affect driving safety. Therefore, starting the upgrading project has great significance to improve the local transport network, and promote tourism development, and promote social and economic development in Ganzi Prefecture. First, the topography, meteorology, hydrology, lithology, geological structure, hydrogeology, engineering geology, road building materials, hydropower project impact, town planning and land, near traffic connection route directions, as well as existing roads overview of the project area are described. Secondly, the technical feasibility of the project is studied from the major projects, which include embankment, pavement, drainage, bridge, tunnel and security facilities. Thirdly, the item number of major projects is introduced, and the investment feasibility of the project is studied from investment estimate, funding and the yearly use plan. Finally, the economic feasibility of the project is studied from parameters choice and determination, cost adjustments of road construction, economic efficiency, profitability and sensitivity analysis, and the corresponding evaluation results is given.The project is located in the relatively stable position of second stable region. The quality of groundwater and surface water in the project area has a slightly corrosive on concrete engineers. According to the seismic safety evaluation report of the project, clearing landslide collapse is suggested, and the engineering measures of preventing river erosion on embankment slope is taken, and drainage measures should be top of the hill, and the protective treatment of spraying anchor on embankment slope is taken. The rich water resource along the project can fully meet the use and construction of life.The route length of the project is 8.709km, and is served mainly for Hailuogou tourism. From network effects, the project plays a distribution function of road. To ensure traffic safety and comfort as well as smooth, the whole sections of the project use third-grade road technical standards of mountainous areas, and use the asphalt concrete pavement, which has width 7.5m and thickness 9cm. The project has significant economic benefits. Even 20% increase in investment and 20% reduction in traffic under the adverse circumstances, the internal return rate of the project is still 11.48%. Thus, this road reconstruction project is feasible in the economy, and has a strong ability to resist risks, at the same time, it can improve the local transportation network and promote the development of tourism as well as the local economic development.
