The Evaluation Of The VTS Function Based On DEA Method

The international shipping development and the progress of modern science and technology has greatly promoted the development of VTS,the status of VTS in maritime transport is increasingly significant.Therefore,how to evaluate the realization of the function of the VTS,has become the key project which VTS managers are very concerned about.If a VTS want to play its proper role better,it not only needs to refer to other good VTS management and planning,it also needs to constantly sum up experiences in the development of its lessons according to their own actual conditions.Research at home and abroad for VTS function assessment is little and more focused on cost benefit evaluation,evaluation index system of VTS function is not sound,coupled with VTS in our country is numerous,the construction scale is uneven,management system is imperfect,personnel training and examining system is not perfect.lt is not conducive to the good development of VTS.This is also the research meaning of this article.Fully studied the domestic and foreign references,this paper analyzed descriptions of VTS in IMO the VTS guide and IALA Manual of VTS.It followed the principle of basic index selection,take the expert evaluation method to screen and 'formulate evaluation index according to the truth of VTS in our country.This paper established the evaluation index system from the system function,construction and operation situations,personnel and system aspects.Compared with the traditional evaluation method such as analytic hierarchy process and fuzzy comprehensive evaluation method and artificial neural network evaluation method,the data envelopment analysis does not need to determine weights subjectively,the indicators of decision making units are calculated by the model,the result is more scientific and objective.Furthermore,DEA method is good for sensitivity analysis to put forward improvement direction of invalid unit and facilitate the VTS management targeted Suggestions.But the limit of the DEA method is that input and output index cannot be too much,input and output index cannot be negative.Also there may be a correlation between the evaluation index.This article selects the factor analysis model making up the lack of data envelopment analysis method.This paper used the factor analysis calculating the common factor of the evaluation index to ensure the evaluation index can comprehensively and not redundantly reflect VTS function.It also ensures that there is no strong correlation between indicators.This paper used the factor contribution as a common factor weight evaluation basis whice ensured the objectivity and rationality of weight.Finally,the paper established the C^2R model and C^2GS^2 model to evaluate the overall efficiency of VTS,the pure technical efficiency and scale efficiency,and It use the projection analysis to improve the ineffective decision making units,and then It adopt confrontational cross evaluation in order to evaluate decision making units.Suggestions and comments can be concluded which is conducive to improve the level of VTS integrated management.
