With the gradually accelerating of our urbanization, the demand of construction land will be further increasing, while the consolation potential of construction land in rural areas is particularly huge, facing such condition, building new socialist countryside, balancing urban and rural development is the necessary choice. But,because of lacking overall planning and guidance, the rural area has been in a confused status for a long time, especially, the unreasonable use of rural settlement directly caused the inefficient use and waste of land resources. This paper choosed the town of Chongfu in Tongxiang city as study area, from the perspective of optimizing spatial distribution of rural settlement, ensured the best position of new rural settlement district, and made comparison with village planning in order to provide scientific basis for the distribution and planning of rural settlement. The main conclusions were showed as follows:(1)From the analysis about the status of rural settlement, and considering the plain geographical environment of the south of the Yangtze River, and the economic pattern of family workshop, the distribution characters of rural settlement can be summarized as such followed three:small area of average patch while more quantity, large number of workshops and large average area of peasant household, high spatial agglomeration while poor connectivity. In a word, the disorder and confusion of rural settlement was pretty serious.(2)About the new rural settlement district's number,in this paper, the rural settlements were classified by the method of Wards and MST respectively, according to the principles of minimum quantity, uniformly distribution and minimum relocation cost to ensure the number of new rural settlement district. Finally, the number of new rural settlement district were 57 and 63 that ensured by Wards and MST respectively, while in the village planning the number was 57,therefore,there was little difference between the two classification methods and village planning.(3)This paper used the methods of nearest distance,area-weighted nearest distance and population-weighted nearest distance to find the best position of new rural settlement district. From the comparison about the position ensured by three different methods,we can know:the nearest distance method only considered the nearest spatial distance, which was an ideal situation;while, when the scale and population of rural settlement were more larger, the weight was more greater, the position of new district was more near from the rural settlement,so,the methods of area-weighted and population-weighted nearest distance were more suitable to such reality.(4)Average migration distance is the distance from the rural settlement to new rural settlement district. The nearer distance represented the lower price,it was influenced by the number of new rural settlement district, the quantity and distribution of rural settlement, the position and distribution of alternative point, besides, the key factor was the number of new rural settlement district among these factors,so the reasonable classification which decided the number of new rural settlement district was the important premise to reduce the average migration distance.Compared to the village planning, most of the administrative villages had less average migration distance in different schemes in this study, while, the reduced degree was obvious different;some administrative villages which the average migration distance had increased were just with a smaller increased degree,it showed the results of this study were reasonable.Further, the average migration distance based on Wards was much nearer than MST.(5)Average cultivated distance is the distance from new rural settlement district to the corresponding cultivated land for different farmers, the nearer distance represented the lower cost and more convenience. The main influence factors were the number and position of new rural settlement district, the distribution of cultivated land. For most of the administrative villages, the average cultivated distance in different schemes in this study was nearer than village planning, and the reduced degree was obvious, the differences between each schemes were quite small.
