Due to the developing international trade shipping and the rising international status of China, the management and maintenance level of aids to navigation have be required to improve in the coastal ports. It is necessary that improve and upgrade equipment of bases' navigation marks to prefect the integrated navigation system in our country. However,as the backward construction standards, and outmoded configuration principle, the maritime bureau should be attached great importance to quality evaluation and optimal management and maintenance for aids to navigation base at now. Moreover,it is significant that accelerate the development of integrated navigation system in the future. In this paper, the current status of management and maintenance has been researched, and make a prediction about the development trend of it based on the qualitative and quantitative analysis of research results. There are so many terminals in Xiamen port area, but there are some disadvantages in the management of navigation mark, which has negative influence on the vessels sailing in the Xiamen port area. The actual demand of aids to navigation beacon base, which is in Xiamen port, has been verified by a mathematical model of management and maintenance base element configuration,Therefore, the management scale and fictionalization of the coastal aids to navigation has been put forward a constructive proposal in our country. In the future, aids to navigation professional management and maintenance base is being planned, the approval and evaluation provides methods and standards, for the smooth implementation of the national coastal aids to navigation development planning provides a theoretical basis.
