In the 5th conference of the International Telecommunication Union WP5(Working Party5B-Maritime mobile service),about VHF(Very High Frequency)data communication channel coordination scheme in port,some regulation points out that an information channel should be dedicated to MOB(Alarm Equipment for Man overboard).This fully indicates the international attention to the man overboard alarm.On the basis of the regulation,according to IMO standard requirements for MOB,combined with the urgent need of search and rescue the man overboard emergency positioning system based on AIS(Automatic Identification System)is developed.The system is based on IMO(International Maritime Organization)proposal about alarm device for man over board.The system includes base station and user terminal.The user terminal,a position-indicating and alarming device for the man overboard which can be worn in person,be able to monitor and transmit the wearer's security and position information.It internally installs GPS(Global Positioning System)positioning module and high speed VHF radio.With the help of advanced AIS technology and SOTDMA(Self-Organized Time Division Multiple Access)technology,the terminal can broadcast AIS message6 which is about position and unique identification number when it is trigged by man overboard or artificially operation.The message can be received by base station and ship around.The base station distinguishes the person by the information of the identification number.If there are any member accidentally fell into the water,the terminal will immediately send alarm information to base station.According to the type of alarm message,base station can control the alarm alarming or not to inform rescue personnel.During the test,it can be found that the system be able to automatically triggered within 5 s after man overboard,and then broadcast personal position information and search information by AIS.Search and rescue personnel can find real-time position and independent sequence ID Number of the man overboard on the electronic chart so as to take appropriate rescue measure.This system can greatly improve the efficiency of search and rescue man overboard,effectively guarantee personnel's safety of life at sea.
