The 21st century is the century of ocean, and the development and utilization of ocean is promoting the popularity of electronic charts, there are more and more people starting the research on the standards and systems related to electronic charts. However because the early electronic charts used different standards, and various departments have their different understanding and implementation degree on the released international standards for electronic charts, resulting in that the electronic charts with custom format were mainly produced in China for a long period of time, and they were out of touch with the advanced international technology for electronic charts. This has seriously hampered the development of China's marine science. Therefore, developing an international standards-based electronic chart system will be an important direction of China's electronic chart development.On the basis of deeply studying the international standards related to electronic chart display system, this paper takes the research of the electronic chart display and information system as the engineering background, focuses on the construction and implementation issues of international standards-based electronic chart display system. Firstly, the paper studies the IHO Transfer Standard for Digital Hydrographic Data (i.e. S-57 standard) and Specifications for Chart Content and Display Aspects of ECDIS (i.e. S-52 specification), and through the study of these two specifications solves two core issues in the electronic chart display system, which are the chart display content organization and object display style organization and properties of these two core issues. Secondly, the paper explores the scheme of using ArcGIS symbol library system and symbol making tools to carry out the production of the chart symbols, and makes an electronic chart symbol library in line with S-52 specification. Finally, the paper describes the methods and key techniques used in the design process of Electronic Chart Display System Platform in detail.The system is developed based on ArcGIS engine, which is involved with multiple technical fields, such as object-oriented program design technique, database management technique, GIS technique, and graphics technique. Finally we complete the design and implementation of the software used in the electronic chart display system. Of which the display module for electronic charts is studied emphatically, so as to let it to be in accordance with S-57 standard and S-52 specifications. The system takes electronic chart information as the application background, is able to integrate rich ocean GIS data easily, makes electronic charts is better applied in specific ocean affairs.
