Electronic chart display and information system is a ship navigation system which is inconformity with the international standards of electronic chart. It is a major technologicalinnovation after radar/ARPA, and it plays a very important role in modern marine navigation.Electronic chart engine is the core of the ECDIS system software. With the application ofelectronic chart more and more widespread and the increasement of new requirements, theresearch and application of electronic chart engine becomes a more and more important issue.For the moment, the shipping industry is booming all over the word. The InternationalMaritime Organization formulated a series of international standards of electronic chartformats in order to make it can be used in ECDIS system worldwidly. In1995November, theInternational Maritime Organization (IMO) discussed the formulation, promulgation andimplementation the performance standard for ECDIS. It detailed that the ECDIS can replacethe paper chart which is requiremented in "1974SOLAS Convention (SOLAS)". That is to say,the ECDIS system can be used to replace the traditional paper chart. In1996December theInternational Hydrographic Organization (IHO) amended and promulgated the IHO S-52standard which is a displayed specification about electronic chart displayed content, displayedobjects, color and ECDIS. IHO S-57is a standard about the conversion and transmission ofdigital hydrology data, the performance of ENC database, and the correctment of ENC. In1996November the International Hydrographic Organization improved the S-57standard which isthe third versionof the international standard. And it is a standard about the exchangement anddisplayment of universal electronic chart vector data.The electronic chart engine in this paper will be based on international standards, and itincludes the function of chart displaying, zooming, roaming, and object loading. The importantpart of electronic chart engine is the displayment and application of the electronic chart whichis based on data model and data structure of international standards for electronic chart. Theelectronic chart engine can be applied in the related fields of enc, such as ECDIS, shipmanagement and service system etc. The research on electronic chart engine can provide a theoretical basis and practical experience for the establishement of ECDIS with internationalstandards; also put forward ideas of development for the marine geographic information system(MGIS). This paper mainly includes the following contents:1, There is a detailed study on the relevant international standard of electronic chart,suchas the S-52standard, S-57standard, ISO/IEC8211data packaged standard and its data model,data structure, packaged file format in this paper. And it details the usage, processing anddisplaymnet of the points, lines, surfaces in the enc combined with the realization method,projection and transformmison.2, According to the WebGIS theory and the need of production, the WebGIS technology isapplied to the study of electronic chart engine based on the realization of displayment forpoints, lines and surfaces in enc. And the realization of web electronic chart engine in the B/Smode, which can be applied in the service system of marine management, comes true.3, It mainly introduces the displayment of real-time position and AIS, electronic fence,playback of ship track and other functions on the application of electronic chart engine and themain algorithms are introduced.This technology has a great significance both on theory and onpractical implication.In summary, this paper mainly focuses on the key technical problems of the internationalstandard electronic chart engine, and some crucial techniques of the whole system isimplemented depended on the design scheme and realization. And the application of electronicchart engine in the navigation is studied.
