| Water is the basic guarantee of the survival and development of human society,there would be no life or social development and progress without water.Tianjin is a resource type water shortage city,city water supply mainly depends on water transfer,with the contradiction of dependence,singularity and vulnerability.The grim regional water shortage situation has become the most urgent,the most direct and the most important resource constraint conditions of economic and social sustainable development in Tianjin.Tianjin has got a new water source after the South-to-North Transfer Project,but still cannot change its dependence and vulnerability,the contradiction between supply and demand of water resources still exists.Therefore,it has become an inevitable choice to optimize the allocation of water resources,promote the sustainable utilization of water resources,with limited water resources to support economic and social development.This paper begins with the background and general situation of water resource optimized allocation,and discusses the basic concept,basic principle,configuration method,theoretical method and development direction of the optimal allocation of water resources in details.Then the paper analyzes the natural geography and social economic conditions of the water area,emphatically analyzes the status of water resources,water supply and water resources development and utilization characteristics.The water supply capacity of the water area is calculated,the prediction theory and method were used to predict the life,production,ecological and other water demand of the water area.According to the forecast results,the water resources supply and demand balance analysis was carried out,and then the water resources allocation plan was obtained.In view of the water resources supply and demand contradiction and problem,the countermeasures and measures to optimize the allocation of water resources are put forward. |
