Research On Construction Contract Management Under PPP Mode

With the acceleration of urban construction in China,the contradiction between the demand for urban infrastructure and public utilities construction and government financial pressure has become increasingly prominent.The public-private partnership which cooperates with social capital and government,has become an effective way to solve this contradiction.Construction enterprises to adapt to the development trend of the industry,adjust the structure of change ideas to actively participate in the PPP project construction,In PPP mode,the government and the private sector through the signing of the contract to clarify the two sides of the responsibility and obligations,the construction contract can be an independent individual identity and project company signed,or as a project company shareholder status with the government signed.Construction enterprises are eager to try the PPP project,but the lack of mature practical experience,resulting in the actual construction process problems frequently.The research on PPP mode is focused on mode development,risk management and contract system,and the issue of construction contract management is rarely studied.Therefore,this paper will be the PPP mode of the construction contract management issues as the object of study.This paper first introduces the background and research significance of the topic,and then combs the relevant literatures on PPP mode and construction contract management at home and abroad,and puts forward the research questions.Then it discusses the connotation of PPP mode and construction contract management in detail,and then analyzes the main body and content of construction contract management under PPP mode.Secondly,the case analysis method is used to analyze the classic PPP cases at home and abroad.The existing problems of the construction contract management of PPP mode are summarized and the key factors influencing the construction contract management are selected by using the gray relational analysis method and the expert scoring method.Respectively,the contract risk sharing is not balanced,the contract adjustment mechanism is not perfect,bidding work is not standardized,and then the three key issues for systematic analysis.Finally,it puts forward some suggestions on the three key issues that affect the management of PPP construction contract.Through the research of this paper,it has made clear the understanding of the actual situation of construction contract management in PPP mode,further identified the problems that affect the construction contract management,and put forward the system perfect measures to improve the construction contract management level,so that the construction enterprises really adapt Industry trends,closely follow the development trend of PPP,promote the healthy development of the entire PPP mode.
