| The Government of China from the Communist Party(CPC)of China 18 th National Congress also calls up that fostering the step of going-global,enhancing the enterprise’s capability of internationalization operation,bringing-up groups of multinational corporation with top ranked in the world,so as to encourage Chinese enterprises to do business globally and realize the development objective of internationalization operation gradually.Since the year of 2013,Chinese Government positively initiates “One Road One Belt” Stratagem to boost each country among the One Road One Belt to be prosperous in economy and regional economic cooperation,so as to promote the peaceful development in the World.As a member of stated-owned enterprise under leadership of Central Government of China and traditional business scope for overseas economic and technical cooperation,these said enterprise should bear the brunt to undertake the main responsibility of such business in economic cooperation with the World and participation in the competition of the international engineering contracting.EPC(Engineering,Procurement,Construction)model,due to its less cost,short construction period,high in quality and good economic benefit of four characteristics,has been a major model in the bidding business of international contracting field nowadays.However,under EPC model more risks within owner’s scope has been purposely shifted to the contractor,and such risk has characteristics of highness,numerousness,complexity,etc.In the past years,Chinese company has achieved some success in the overseas business,but they still stay low attention on the risk management for the overseas business,and depth of study on risk management is not enough,the skill of risk management should be improved.This thesis bases on the risk management theory of overseas EPC project,taking M5 Thermal Power Plant Project in Belarus(M5 Project)as the main content to be studied for case risk management,conducting the work of Risk Identification,Risk Analysis,Risk to be Removed,so as to improve Chinese companies’ risk management ability for EPC project in the overseas country,and make efforts to upgrades their international competition.Therefore,this thesis has completed main works below:1.Based on summarizing the general characteristics of EPC project in overseas country,combining with the characteristics on the gas-steamed turbine and combined cycle power plant,the risk management characteristics for the gas-steamed turbine and combined cycle power plant in oversea country has been educed to be provided.2.The risk management process and main analysis methods on the gas-steamed turbine and combined cycle power plant in oversea country has been dissertated.Fristly the Delphi method,documentary method,case analysis method,research and interview method have been adopted to identify the risk list and establish the risk table of the oversea gas-steamed turbine and combined cycle power plant.Secondly,the Analytic Hierarchy Process(AHP),and the method of subjective appraisal has been used to indentify and assess the risk from the oversea gas-steamed turbine and combined cycle power plant.Thirdly,the As Low As Reasonable Practicable(ALARP)and the Pareto-Chart analytical method are adopted to evaluate the level of risk after assessment.At last,the method and measurement stratagem to handle with the said risk has been proposed according to risk level.3.Case Study.By taking advantage of M5 Project as the case for study and verification on the risk management in the oversea gas-steamed turbine and combined cycle power plant,so as to combine the relevant risk theory with the actual case for reference in daily risk management work,and some measurements and stratagem has to be taken to deal with the risk.This thesis’ s result on the risk management study of M5 Project,not only a guidance for Chinese company being undertaken the construction task of the oversea gas-steamed turbine and combined cycle power plant EPC project,but also a good reference for the knowledge and improvement on the risk management level in other overseas EPC project. |
