In recent years,local short-term heavy rainfall leads to serious water logging many times in some cities of our country during flood season.This issue has aroused the concern of de national urban drainage department.Special geographical location and terrain features in Tianjin decide that Tianjin will take on multiple tasks.The tasks include against flood water,water logging and proof.Combined with actual project,according to the management needs of flood control operation in Tianjin,based on the basic data obtained from the established information acquisition system to mesh generation by a typical part of the Jin River;researched on real time surface rainfall of the grid to increase the density of rainfall collection,researched on the relationship between topography,pipe network,drainage facilities,drainage and rainfall to rebuild the water logging model for the quantitative evaluation of the formation of water logging disaster;researched on the flood control and water logging warning display platform based on B/S architecture to provide effective solutions for flood prevention related information synthesis,processing,analysis and judgment in order to continuously strengthen the ability of flood forecast and analysis.The research of intelligent decision method is concluded the relationship modal between the river regulation,water situation in key areas and rainfall,estimated the surface rainfall in the way of combining numerical prediction and radar estimation,warned display of relevant information by WEBGIS to provide necessary support for meeting the target of flood control and meticulous scheduling,promoting the flood control work of the fine,visual scheduling,achieving management decision-making objectives by modern communication technology,computer technology,data analysis,information display.The research results are applied in the flood control system,which provides a new way to study and solve the problems of flood control in the urban areas,such as flood and water logging disasters and river dike break.In addition,the range of the model can be further extended in the future.And into the WEBGIS platform,predicting the possible occurrence of precipitation and water accumulation in flood season and warning to guide the flood control work effectively.
