Research On The Balanced Development Of Regional Water Resources And Economic Society And Market Mechanism

The spatio-temporal distribution of water resources in China is not in a state of proper equilibrium and the interaction mechanism between the spatial distribution condition and the degree of socio-economic equilibrium development is extremely complicated.In recent years,owing to the rapid development of economy and society,the requirement of the condition and the utilization efficiency of water resources is steadily rising and the quantity and quality of water resources should be able to support the coordinate development of economy and society.Moreover,the condition of water resources should preserve the complete function of ecosystem,reduce the potential risk of water crisis,ensure the balance between the supply-demand relationship and the demand of ecology,and secure the water quality.In order to promote the more equilibrium development of regional economy and society,the distribution of water resources should be adjusted scientifically.Engineering measurement is the foundation and an important part of the national water security system and it can guarantee the spatial equilibrium of regional water resources by constructing the water conservancy projects.Non-engineering measurement includes innovating water conservancy investment mechanism and constructing water market system,etc.,and it can combine the engineering measurement and use the market adjustment mechanism to ensure water security and regional socio-economic development.Deeply analyzing the spatial equilibrium of water recourses and its evolution rules,and strengthening the study of the water security market mechanism can provide positive significance for the equilibrium development of society and economy.Based on the previous research results,this paper took human-water harmony and socio-economic equilibrium development as guiding ideology to research the equilibrium between water resources and socio-economic development,and study the market mechanism in the regional scope of Henan Province.The main research contents of this paper are as follows:(1)Based on the matching coefficient,Gini coefficient and imbalance index,thispaper constructed a model to quantitative and calculate the equilibrium degree index,and explored the equilibrium among water resources,land resources,population size,economic and social development from 2000 to 2014 in Henan Province.Further,this paper analyzed the interaction between the condition of regional water resources and socio-economic development,and studied the spatial matching pattern and its evolution trend between water resources factor and socio-economic development factor including cultivated area,population quantity and secondary industry GDP.(2)According to the concept of human-water harmony,this paper cited equilibrium characteristic index of regional water resources factor and socio-economic development factor into Harmony Evaluation Method to study the calculation method that combined the regional socio-economic equilibrium development with human-water harmony evaluation.Moreover,this paper constructed a quantitative model to assess the equilibrium development degree between regional water resources,economy and society.This model can synthetically quantify the equilibrium degree of each development stage.Furthermore,this paper deeply analyzed the spatial equilibrium degree and condition of water resources,finally put forward proper recommendations for socio-economy equilibrium development in Henan province.(3)From the field of market mechanism and management mode in engineering and non-engineering measurements regarding regional water safety,this paper summarized the primary problems in the market regulation mechanism of water security affecting the regional equilibrium development in China,and innovated the investment mechanism of water conservancy infrastructure and engineering construction.Based on the China's market mechanism,this paper analyzed the water price management institution and water rights trading system in China,and studied the relationship between water safety management institution and regional equilibrium development,then proposed policy suggestions to completely exert the ability of market regulation.
