With the rapid development of social economy,water resources shortage and water environment deterioration is increasingly apparent,water resources has become one of the key factors of social and economic sustainable development in our country.Under the existing water resource constraints,how to allocate limited water resources,reduce sewage and pollutant emissions,to achieve social and economic sustainable development,has become the focus of society Therefore.To establish ecological industrial chain model under the restriction of water resources is one of the core content of this paper,paper is divided into three parts to study First ecology industry,the paper summarized the research progress both at home and abroad,expounds the theory basis for the development of ecological industry circulation economy theory of industrial ecology and clean production,and analyzes the practice experience of the development of ecological industry at home and abroad,summarizes the problems in the process of development of ecological industry,and puts forward the practical Suggestions in our country.Then the paper expounds the ecological industrial chain design must be guided by the circulation economic theory,in order to realize the material and energy utilization optimization for the purpose,according to the principle of ecology,from the enterprise internal between enterprise and society to build three different levels,the stability of the ecological industry chain is the ecological industrial park sustainable development Actually the key to realize environmental economic win-win.And discusses the design method of ecological industrial chain is optimized,with the key of enterprise as the core of leading industry chains,analyzed industrial metabolism,I'll introduce chain projects,the development of leading industry chains.Finally paper industrial park,for example,in analyzed the present situation and the development of enterprise production sewage recycle ecological industry on the basis of the opportunities and challenges,according to the situation of the industry development orientation and park,using the above theory research,first from the enterprise internal to the major companies to build ecological industry chain,then from the enterprise build to is suggested between hot spots and abundant chemical industry as the key enterprise of ecological industrial chain,and finally build the whole area of ecological industry chain,and to build ecological industry chain after implementation of environmental benefits and economic benefits are analyzed,a product made within the scope of the whole society resources of renewable resources of closed loop,initially formed alaer ecological industrial system.With the rapid development of social economy,the shortage of water resources and the deterioration of water environment are becoming more and more obvious.Water resources have become one of the key factors restricting the sustainable development of economy and society in our country.Under the restriction of the existing water resources,how to rationally allocate the limited water resources,reduce sewage andpollutant emissions and achieve sustainable socio-economic development has become the focus of social concern.Therefore,the construction of eco-industrial chain under the restriction of water resources is of practical research value and is very necessary and urgent.The construction of eco-industrial chain model under the restriction of water resources is one of the core contents of this paper.This paper is divided into three parts.First,it summarized the research progress of eco-industry at home and abroad,introduced the theory basis for the development of ecological industry,including circular economy,industrial ecology,cleaner production and other theories,analyzed the practical experience of eco-industrial development at home and abroad,summarized the existing problems in the development of ecological industry in Chin and put forward recommendations in line with our real situation.Second,it introduced that the eco-industrial chain design must be based on water resource supply and demand balance.And based on the theory of circular economy,ecological industry chain was established from three different levels,namely,within enterprises,between enterprises and in society,in accordance with the ecological principle,thereby realizing the optimization of material and energy use.A stable ecological industry chain is the key for the sustainable development of the ecological industrial park and the "win-win" development of environment and economy.Then it discussed the design method of eco-industrial industry chain,that is,giving preference to the leading industry chain with "key enterprises' as the core to carry out the industrial metabolic analysis and then introducing supplemental chain projects to expand the leading industry chain.Finally,with Alaer as an example,based on the analysis of the status quo of pollution and recycling of enterprises in the development zone and the opportunities and challenges of developing eco-industry,combined with the status of water supply and demand in Alaer,in accordance with its industry development positioning and development zone status,the previously studied theories were used to build the eco-industrial chain for major enterprises within enterprises,and then the ecological industry chain with Shengyuan thermoelectricity and Meifeng chemical engineering as "key enterprises"was built between enterprises.Finally,the ecological industry chain of the entire region was built,the environmental benefits and economic benefits of the ecological industry chain after construction and implementation were analyzed,and a closed loop of "resources-product-renewable resources" in the whole community was completed,thereby preliminarily forming Alaer's eco-industrial system.
