The Multipurpose Hydraulic Project in Xiang River was fully completed,which changed the Changsha-Zhuzhou-Xiangtan section of the Xiangjiang River from the natural runoff to the regulation of runoff,the hydrological characteristics of rivers have changed,also has certain influence on the carrrying capacity of the Xiangjiang Zhuzhou Xiangtan section of water environment.In order to ensure the xiangjiang river in changsha comprehensive hub for reservoir water environment security,the people's government of hunan province have issued a series of governance.In this background,the study of the water environment carrying capacity of the reservoir has a guiding significance in water pollution control,ecological environment protection the utilization of water resources and chang-zhu-tan "two-oriented " social construction.This paper takes changsha comprehensive hub of the water environment as the research object,analyzes the social economy,water resources and water environment status quo,.According to the social economy and water environment status and the principle of index build construction of regional water environment carrying capacity evaluation index system,using the AHP combined with entropy value method to empowerment,through "mode and" method of quantitative calculation of bearing capacity of water environment,using principal component analysis to analyze the influencing factors.The results show that the water carrying capacity of the reservoir area is generally at a poor level before the operation of the Changsha hub,and then rises to the general level after running.The carrying capacity of water environment in the reservoir area fluctuates before the construction of the comprehensive hub in Changsha,which decreases from 0.2672 in 2006 to 0.2101 in 2011.Due to the natural runoff of Xiangjiang River,the magnitude of the volatility of water environment carrying capacity is high,with the highest value reaching 0.4123 in 2010,while the lowest value was only 0.1397 in 2007.The water environmental carrying capacity of the reservoir area began to increase steadily from 0.3006 in 2013 to 0.3939 in 2015.From the spatial distribution point of view,before the operation of Changsha integrated hub,the water carrying capacity of the size of Zhuzhou section> Changsha section> Xiangtan section.Changsha integrated hub operation,the water environment carrying capacity are steadily rising,Zhuzhou section> Changsha section> Xiangtan section.But the growth rate of view,in the upper reaches of the Xiangjiang River Zhuzhou section of the largest,reached 85.42%;Xiangjiang River in the middle reaches of Xiangtan,followed by 79.48%;Xiangjiang River downstream of Changsha,the smallest,a minimum of 76.48%.It shows that the operation of the integrated hub of Changsha has made the aquatic ecosystem of the reservoir area more healthy and the water carrying capacity has steadily improved,which has played a positive role in the ecological security maintenance and social and economic development of the reservoir area.In order to promote the further enhancement of the water carrying capacity in the reservoir area,this paper puts forward some suggestions and measures from three aspects: open source and throttling,management and governance,protection and publicity.
