Sustainable development is the common choice of human society, and regional sustainable development is concrete in sustainable social development process. Water is important in the coordination of regional economic, social and ecological sustainable development。With economic developing and population growing, water demand is increasing that restricts the size of population and economic growth in a certain area and period。Studies on water carrying capacity make support for the region sustainable development, which is conducive to sustainable economic development and people's health. River carrying capacity is deep study based on water carrying capacity. Chang-Zhu-Tan regional is a core of Hunan economic, and the XiangJiang River is main drinking water source and pollutant, so it is very important to keep the water from pollution.The thesis uses improved principal component analysis method to calculate the area of the river carrying capacity composite index in 2008 of Chang-Zhu-Tan, and calculate river carrying capacity composite index from 2002 to 2008, then it uses multi-objective programming method to estimate the river carrying capacity. We concludes two zone by spatial distribution, one is zone of water resources with pressure, including ChangSha; the other is zone of water resources without pressure, including ZhuZhou and XiangTan city, which accord to the spatial distribution of the XiangJiang river. Then the author compare different water programs, concludes that the adjustment of industrial structure, water and pollution control and water-saving technologies and awareness are the key to solve the water shortage. On these bases Chang-Zhu-Tan sustainable development will be on.According to the results and the actual situation of Chang-Zhu-Tan regions, with the classification of pressure zone and stress-free zone, the author proposes three kind sustainable development cycle models based on the common and unique mechanism for sustainable development, which are industrial parks development of circular economy model,flood control and ecological home. Finally, puts forward policy recommendations.
