Research On The Establishment Of Environmental Performance In The<Urban Planning Administration Technical Regulation>

The increasingly prominent environmental issues has put forward a new topic for the construction of the green ecological urban and rural areas.Ecological civilization construction,environmental performance evaluation and other standards of value has become an essential behavioral logic for the new era of urban and rural planning construction.However,in the field of urban and rural planning in the ecological environment to implement the idea of policy,evaluation criteria and other forms as the goal,achievement evaluation value orientation or post the lack of controllability in the process of construction,can practice the starting point.Meanwhile,the problem of environmental protection because of its rich connotation and performance for the target and various technical standards however,this kind of goal and technical standards in the urban and rural planning and construction has no significance,and the target in the process of decentralization,lack of legal,standardized management mechanism to provide institutional guarantee for the management of environmental protection,environmental protection often lags behind the development of the city.To solve these problems,and inspired by <city ecological construction environmental performance evaluation guidelines> issued by the Ministry of Housing,this paper uses the environmental performance index as a technical means,and regards <urban planning administration technical regulation> as the system assurance,provides a control measures for the environment protection in the process of the urban and rural planning construction.At first,this paper discusses the feasibility of the combination of <technical regulations> and environmental performance index from three aspects: theoretical framework,technical design and content,and forms the method of combination.By combing the contents of environmental performance and utilization index transformation model will translate it into urban and rural planning and construction implementation indicators,then use index method combined with environmental performance indicators into <technical regulations>,so as to ensure the environmental performance indicators should be used in practice.On this basis,the research will go through the index system the scientific correction according to the preparation of source classification,preparation method for the formation of such content and expression techniques.This paper adopts the first method to verify the hypothesis theory,to compile <Zhucheng city urban planning administration technical regulation guidelines> as a practice platform,application of environmental performance index system,summarizes the problems in practice and put forward proposals for environmental performance indicators to further improve the system and provide a reference to explore the application of other city.
