Studies On The Modification Method Of Regulatory Detailed Planning In The Central Zone Of Beijing

Nowadays, the Central Zone of Beijing develops in a high speed following the establishment of market economic system and the success of trying for the Olympic Games. So an effective planning measure is required to lead and control the construction with the unheard-of speed and quantity. Besides, the new Master Plan of Beijing also needs a lower planning, which can carry it out in the process of the city construction control. But the Beijing Regulatory Detailed Planning(published in 1999), which should take on the tasks mentioned above, has too many ploblems to realize the fuctions. So there is an instancy to modify the Regulatory Detailed Planning of the Central Zone of Beijing. To study on the modification method is this paper's purpose.Author considers that,"to realize justice more than to advance efficiency", is the value criterion of the Regulatory Detailed Planning of the Central Zone of Beijing in recent time. Scaling the 99 Beijing Regulatory Detailed Planning with the value crierion, we can find its ploblems in the system of planning, in the technique of compilation and in the planning administration. These ploblems cause that the Regulatory Detailed Planning can not control the construction effectively, even influence the achievement of the value criterion.Aiming at these ploblems, the paper studies through three ways: analyzing the theories of urban planning; gathering the experiences from the Zoning in America, the planning administration in Pairs and the Law code in Shenzhen; combining with the studies on the recompiling method of the Regulatory Detailed Planning in sanlitun area. After these works, author provides some advices for the Modification Method: to perfect the system of planning, classification planning combines with classification administration; to advance the technique of compilation, adjusts measures to local conditions, compiles the plan step by step, pays more attention to the investigation of actuality, combines with the means of urban design, constitutes the flexible system of code and makes the result operate well; to advance the planning administration, sets up the perfective administration system,establishs the mode of the public participance, improves the status in the law, adds the flexible method and constitutes the logical and scientific procedures. Besides, in both compiling and administration, pays great attention to the factor of people, and the application of the advanced technique.
