The Relationship And Safety Liability Among The Participants Of Construction Projects

In recent years,government and construction administrative department at all levels attaches great importance to construction safety,strengthen safety supervision,and strictly supervise the construction units to implement the safety liability.Therefore,the construction safety situation is improved greatly.Although China government has done a lot of work in construction safety and achieved relatively significant results,there are still many problems in the construction market.For instance,the liability system of participants in construction projects is very loose,and the market players pass the bucks to each other,while the efficiency of government regulation is sharply reduced.In China Safety Production Coda,it clearly stipulates two major subject of legal liability,that is,production and business unit and practitioner staff.In developed countries,the liability of the owner and the contractor is highlighted in the construction safety management.Therefore,this paper researches the relations between project participants' safety behaviors in the construction,so as to define the primary liability more clearly and help the relevant government departments to pool their resources and to conduct more efficient supervision.Therefore,it can prevent construction accidents.By document analysis and expert interviews,it has summed up the property of each party in the construction and their construction market environment.With the combination of cases and analysis,it concludes the interaction and influence model of each party in construction and the influential elements of the construction safety.Based on this study,the influential elements are included in the questionnaire,and data is processed and sheltered by SPSS.After this process,it comes to the mutual effect of each construction party.Main components extraction method is used to find the main bodies.It is found in the research that construction unit has the biggest influence on the construction safety,and then implementation unit,supervision unit,and survey design unit,in which supervision unit and survey design unit are influenced by construction unit greatly.Therefore,the safety liability system should depend on the construction unit and the implementation unit.Through research and expert interviews,it summarizes the main problems existing in the safety liability distribution between construction unit and implementation unit in China.Based on the construction liability distribution experience of two developed countries,America and Britain,it comes up with countermeasures and recommendations to improve the liability distribution between construction unit and implementation unit in China.
