Study On Evaluation Of Emergency Management Maturity Of Construction Engineering

The launch of the Vision and Action to Promote the Construction of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road is a mark of the transition from the initial strategic vision phase to the practical phase of action.The implementation of "the Belt and Road" in the construction industry brings good opportunities for development and higher requirements.However,the frequent occurrence of construction accidents,emergency safety problem has become an obstacle to the healthy development of the construction industry.How to carry out the emergency management effectively to reduce the negative impact on the construction of the building caused by safety accident has become an urgent problem to be solved in the field of project management.Firstly,this paper elaborates the theory of emergency management and the theory of project management maturity,including the definition and composition of emergency management,emergency management capability and emergency management evaluation,the development and characteristics of project management maturity theory and its application.Secondly,on the base of combination of the characteristics of construction industry,emergency safety prevention and control work and the existing laws,the questionnaire is designed for construction departments,construction enterprises,major construction units and gas enterprises respectively.Some cities have conducted field research and questionnaire at the same time,from the five aspects like: the emergency management system,contingency plans system,emergency resource security,monitoring and early warning,emergency treatment,the basic situation and the existing problems are summarized and analyzed.Then,aiming at the existing problems of emergency management of construction project,the emergency management ability is evaluated from the four aspects of pre-prevention,emergency preparedness,emergency response and post-recovery.Through the experts' scoring and experts' interview to filter the evaluation index,and constructs the project emergency management maturity model based on the project management maturity model.The improved level method and the entropy weight method are used to determine the combination weight and gray system theory to obtain the final comprehensive evaluation value and determine the maturity level,so as to construct the emergency management improvement matrix to analyze the priority order of the projects.Finally,the construction project emergency management maturity model is used to evaluate a construction project in Xinjiang,and the results of the emergency management maturity of the project are analyzed and studied,the suggestions for improving have been put forward.The feasibility of the model is verified by the project.
