Research On The Division Of Regional Ecological Red Line

Ecological red line refers to boundaries of key ecological conservation areas which have important strategic significance to national ecological safety and sustainable development.It is the“bottom line”for national and regional ecological safety.Strictly managing and maintaining ecological red line is the basic approach for ensuring human settlements as well as sustainable economic and social development.In recent years,with the rapid economic development and acceleration of urbanization,Mianyang City has witnessed increasingly acute contradictions between the city and ecological environment due to decreased service function of the ecological system and increasingly expanded range of ecological deterioration.This paper conducted a research on the ecological red line of Mianyang City by means of ecological carrying capacity,which enriched the way for drawing ecological red line while providing reference for drawing Urban Growth Boundary of Mianyang City and research on sustainable development of Mianyang City.This paper analyzed and researched the ecological carrying capacity of Mianyang City to draw the ecological threshold of Mianyang City and draw the threshold red line of Mianyang City in line with the assessment standard for ecological safety.Also,the red line of Mianyang urban space was drawn in line with the planning outline of national and provincial ecological sensitive areas and ecological service area.Analysis was carried out in line with the reality of Mianyang City.Moreover,some guarantee measures were put forward.Research was carried out on the ecological carrying capacity of Mianyang City based on Mianyang City's characteristics in line with China's“Twelfth Five-year Plan".Analysis was carried out on the ecological footprint of the ecological environment of Mianyang City from 2007-2014 in line with the areas of land types of different biological productions.The results show the follows:the per capita ecological footprint of Mianyang City decreased from 1.42hm2 to 1.12hm2;its ecological carrying capacity in the same period didn't fluctuate too much yet decreased slightly from 0.318hm2 to 0.311hm2;the ecological deficit of Mianyang City reduced from 1.10hm2 to 0.81hm2,and its ecological stress decreased from 4.46 to 3.59.The threshold red line of Mianyang City was drawn as 950,000 hm2 in line with the safety standard of ecological stress.Furthermore,the 19 conservation areas in Mianyang City were drawn as red lines of urban space in line with Chinese national guidelines for environmental protection.Finally,the ecological red line of Mianyang City was drawn by combining the said two drawing results.
