With the rapid development of Civil Aviation,flight numbers increase rapidly in domestic large Airport,The conflict between the normal and safe operation of the flight become increasingly prominent.The traditional step down and climb mode need the pilots to change the altitude,speed and position of the aircraft frequently.These operations increase the work load and error probability in the key segment,thus increas the production of incident.The technology of Continuous Descent Operation and Continuous Climb Operation connect with Performance Based Navigation and aircraft performance through more concise and efficient control command and flight operations to change the traditional step down and climb mode of operation,so that the aircraft can continue steadily declining and climbing,reduce the risk of controlled flight into terrain.This paper starts with the flight program as the base of the terminal area.It studies the design method of the continuous descent program,and designs a new program configuration based on the existing performance based navigation flight program to make the aircraft decline and climb continuously in the high density of the terminal area and improve operational efficiency and safety.By learning the latest operation manual published by International Civil Aviation Organization about Continuous Descent Operation and Continuous Climb Operation,combine with domestic and foreign research status of the operation of continuous descent operation and continuous climb operation,Boeing and Airbus executive ability of airborne equipment of continuous descent;Based on the radar data obtained from the terminal area of Chengdu,this paper analyzes the actual climb and descent performance of each type of aircraft;Based on the existing PBN flight program,the airspace environment and the characteristics of command and control in terminal area,the relevant parameters are determined.Design the horizontal and vertical flight path according to the characteristics of continuous descent operation.The design content mainly includes characteristics that compared with the traditional program and the PBN program,flight route selection,the length of arrival and departure segment,navigation database encoding.By using simulated operation software,therunning efficiency of PBN continuous decline is compared with that of traditional program,it is concludes that single flight in different directions can reduce flight time by about one minutes in terminal area.That is,PBN continuous decline can reduce the arrival time of single flight,reduce fuel consumption per flight.At the same time,PBN terminal control method is proposed.
