With the continuous increase of airliners, the decline of flight on-schedule rate and thepressure of safety have been faced by Civil aviation authority. In the approach and landingsegment with the greatest accident rate, Controlled flight into terrain (CFIT) and incident dueto unstabilized approach were still a serious problem. At present, changing thrust frequently,multiple pitch and altitude adjustments were required by the popular stepdown procedureflown. Pilot workload and potential errors were increased for these adjustments during thecritical phase of flight. Vertical guidance can be afforded by PBN procedure, so theContinuous descent approach (CDA) procedure can be the implemented by the aircraft andthe risk of CFIT can be reduced. But the flexibility and operational efficiency is insufficientcompared to the radar guidance. Proceed from the flight procedure which was the basis ofterminal control area and the new procedure structure will be designed to achieve the CDA inhigh volume traffic conditions and improve safty and efficiency.The current state of the research for CDA was summarized, the concept, characteristicand operation requests between the stepdown approach and the three kinds of CDA operationwere contrasted and analysed and the best choice was put forward in this thesis. On the basisof the PBN flight procedure of Xiamen Gaoqi airport and for the inadequate CDA operationcomplexion of runway 23, a point merge approach was designed during the arrival and initialapproach phase. The correlation parameters were established per local airspace and thecriterion of air traffic control. In the final approach segment, the barometric verticalnavigation (Baro-VNAV) procedure was designed to connect the former phase and itscriterion was resembled to precision approach.To improve the accuracy of instructions and operating efficiency, an ATC auxiliarydecision model and its algorithm were designed in allusion to the point merge procedure. Theoperation methods in different traffic density conditions and particular circumstance wereestablished as well. With theory validated, simulator and true flight tested and flow evaluated,the CDA can be implemented effective during the whole approach phase by running mergepoint procedure and Baro-VNAV procedure. At the same time, the arrival traffic flow will be increased, the fuel efficiency will be improved and emissions and noise level will be reducedby the merging technique. The validity of the model and its algorithm were proved bycalculation and simulation with Matlab and the controller can be assisted to issue instructionsduly.
